I'm under the student visa and she is not a citizen nor paying taxes. I'm wondering if I could just file the interest tax under my name since my name is on the 1099-INT and she doesn't have any SSN or anything like that

Since you first enter the US in 2011 on an F-1 visa, you are considered as a resident in 2018. You are required to file a Form 1040 including the interest income if meet the filing requirements. See below. If your mother does not receive other income, she is not required to report this if not meeting the requirement. You would just enter the amount on your return.
