I am a college student in Virginia. My parents will claim me as a dependent. Am I entitled to personal exemption on VA state tax return?

No, as a dependent, your exemption is claimed on your parents Federal return and you are considered their dependent on the state return of your parents. Although you may physically in a different state to attend school, since you are considered only "temporarily" away from home, you are still considered a resident of the same state your parents are.
