If you purchased the TurboTax software edition, it includes one Free state program Download in the purchase price but you still have to pay to e-file the state return.

What did you pay for?  It shows you are in the Online version.  Did you buy the Desktop CD/Download program?  Or if you paid for Online you might have upgraded to a higher version or added a state or service.  I see you are posting from the Live expert help feature.  If you added LIVE it has a higher cost.
