I already paid for turbo tax and went back and did my state tax. now i want to file and it is trying to make me pay again. What do i do?

With TurboTax Deluxe there is a fee to file Federal, typically $39.99, then there is also a fee for filing state, also typically $39.99. If you already paid then you probably paid the federal fee and/or some other optional add on fee but not the state fee. To review your fees, please see the TurboTax FAQ below.
