These are estimated payment vouchers for 2019.  This has nothing to do with your payment plan.  These are the quarterly payments TurboTax is estimating you need to make in order to not owe next year and not have to pay a penalty.

Sure it is per month?  What voucher?  Where did it come from?

It is giving me four vouchers with $1,300 per month.  The voucher was with my tax forms when I printed them.

Is it a 1040 ES voucher with 4 of them?
