JOB RELATED EXPENSES

Only the amount of job-related expenses that are OVER 2% of your adjusted gross income get added to your list of itemized deductions, which still must exceed your standard deduction in order to make a difference on your return.  This is kind of a hard deduction to get.  If you need to enter these, go to Federal>Deductions and Credits>Employment Expenses>Job-Related Expenses.

is this new for 2017 in the past my job related expenses always helped me get a refund

Not new at all.  Job-relafetd expenses for W-2 employees have always had the 2% of AGI threshold.  But for next year when you file for 2018, the job-related expense deduction is eliminated.  Do not confuse this with filling out a schedule c for self-employment income--that is different.
