No. From what you have said, your husband has no income from CA and isn't a resident. Therefore, he isn't taxed by California.

If you had income from CA, you would be taxed. If that is the situation, you would file a joint federal tax return, and separate state income tax returns.

No. From what you have said, your husband has no income from CA and isn't a resident. Therefore, he isn't taxed by California.
