How was the Maryland state tax balance owed calculated? I calculated the amount based on the MD 2017 tax table and got severely different numbers than Turbo Tax.

Keep in mind that in addition to the State Tax, Maryland also has a County Tax which is calculated as a percentage of the State Tax.  The percentage used is based on what County you live in as shown in the screenshot below.

I calculated the state tax and the county tax based on my taxable income and still got a number that is very different ($400 difference) than what TurboTax calculated. Am I still missing something?

I am thinking that maybe you are using an amount before Maryland additions or subtractions are taken into account.  Once you finalize your returns you will be able to view them before e-filing.  I am guessing that if you look at Line 20 of your Form 502 "taxable net income" (the number used to look up your tax in the chart) it is different than the number you are currently using.
