Maybe you are in the wrong account … many people have multiple TT accounts and forget how to access them.  Log out of the account you are in now to use the account recovery tool.

A TurboTax account is not for a specific year. Account recovery for 2019 is the same as account recovery for any other year. If you have more than one TurboTax Online account, your 2019 tax return could be in any one of them.
