If you are using TurboTax Online, you cannot prepare and file a tax return for another person using an existing TurboTax account. You'll need to create a new account, distinct from the account you used to file the first return.

If you are using TurboTax Desktop, you can start a new return by clicking on Start a new return on the Welcome page of TurboTax.

"How to start a new tax return" can be interpreted a couple of different ways.   You should clarify what you meant.

Did you mean you want to start a new tax return for a different person?  Or are you asking how to clear your own return and start it over with a fresh return?

You mentioned Tax Tools in your question. Why did you mention that?  Are you wanting to erase your return and start over from scratch?
