How to file state tax return after getting spouse's ITIN?

I applied for my spouse's ITIN and received it in about 6 weeks. According to the question asked and answered here - https://ttlc.intuit.com/questions/2169227-apply-itin-for-my-wife-how-long-will-it-take - the federal refund will take another 4 weeks to be processed. 

But what about the state tax return? How do I file that? Electronically or mail? This is for Illinois.

since you had to mail in the federal return you must also mail in the state.
