If you have filed the 2020 tax return you cannot now file for 2020 federal tax return extension request. The request is only for a 6 month extension for filing the federal tax return. It is Not an extension for payment of any federal taxes owed. The taxes owed have to be paid on or before April 15, 2021 to avoid a failure to pay penalty and interest on the unpaid taxes.
I will be getting a refund on my federal taxes, but will no longer be eligible for stimulus check based on 2020 income with new rules Senate is considering. Therefore, I want IRS to use 2019 income, which does make me eligible. Since I filed my 2020 taxes yesterday, am I stuck with IRS using 2020 income?

If the legislation is such that any Economic Impact Payment paid is based on the 2020 federal tax return, then you will only be eligible based on your 2020 AGI, not a prior tax year AGI.
