I live in WA, US and I have a house in BC, Canada which I rent out.
I pay rental income tax in Canada. Tax credit I receive in US is smaller than the amount paid to Canada, the difference goes into Schedule B (Form 1116) as carryover. Is there any way I can claim the carryover in my taxes?

Yes. When the excess credit is created, it will automatically create a carryover in your tax return. The only way the carryover can be claimed is that you can carryback the credit on last year's return and then carryover the credit for the next ten years going forward, provided you have foreign income in the next ten years to apply it to. You may not apply it this year if this is what you are asking.
If you had foreign income last year from your rental house, you may amend last year's return to apply the carryback.
