Before filing my 2020 tax returns I moved back to Europe. While filing my tax returns for that year I asked for both federal and state tax returns to be paid as cheques. Unfortunately it is not possible to cash those cheques in Europe and am therefore still stuck with both cheques.
Last week I was able to open a US bank account. Does anyone know whether it is possible to amend the tax filings for 2020 and ask for both federal and state tax returns be wired to my newly opened US bank account?

The IRS will never make a direct deposit to a foreign bank. They will only mail a check to you if you are in a foreign country. So you will have to work it out with your bank where you live now. Open an account, deposit the checks and wait for the checks to clear. And why do you think amending would mean a new refund? The IRS already issued your refund in the manner in which you requested them to. Did you lose the checks? Do you need the IRS to trace them and send you a new check?
If you need to trace a payment that the IRS says has been issued to you, mail or fax a completed IRS Form 3911, Taxpayer Statement Regarding Refund.
Oh....and another thing.....amending will not help your issue, but even if it would, when you amend a tax return the IRS only mails you a check. They do not make direct deposits for refunds for amended returns. Your best bet is to deposit the checks if you still have them, or to ask for replacement checks from the IRS and state.
Assuming you are a U.S. Citizen or green card holder, be aware that practically all US embassies have a U.S. banking facility in them where you should be able to cash those checks. If a satellite consulate office is closer to you, some (not all) satellites also have banking facilities where you could cash the checks.Just call in advance to confirm they can cash them, and what their requirements are for you to cash them. At a minimum, I would expect they'll most likely require two forms of picture ID. But I really don't know. So ask before making the trip.
