I have never had to wait before and I noticed the site said they will not be available until 29 Jan but it is now 5 Feb and they are still not available.

They also delayed finalizing many of their forms as they waited to see if any of the provisions of the new laws would be retroactive. While none of the changes affect 2017 taxes, the IRS didn't know this until late December.
