a balance due for what?     your TurboTax fees? or a tax balance due?
Nothing can be taken from your state refund.   
A federal refund cant be used to pay a state balance due.
If your federal refund has been delayed, the TurboTax fees may end up being deducted from your bank account, TT only waits for 45 days to be paid, if your refund is delayed longer than that, you have to pay another way.

The refund processing service bank takes the TurboTax fees from your refund after the IRS sends the refund to the bank. It can't take the fees out of the refund if there is no refund.

TurboTax fees can never be deducted from a state tax refund, only federal.  If you end up not getting a federal refund, TurboTax will collect their fee from your bank account (as you agreed in the terms) unless you call customer support and make other arrangements.
