We have to pay taxes in order to provide money for government services. If everyone got back all the taxes that they paid, there would be no money to run the government. You have to expect to pay taxes every year, and not to get most of it back.
There's nothing wrong with owing a small amount of tax to the state (or federal government) at the end of the year. It means that you did not give the state an interest-free loan. If you want to owe less, or get a refund, ask your employer to increase the amount of state tax that they take out of your pay.
