How do you upload a supplemental state tax form before you file the state tax return?

If you will tell us what state and what form you are trying to include with your state return, maybe there will be someone familiar with your state who can respond.  We do not understand what you are trying to do, or what you are trying to enter that you cannot seem to enter by just preparing your state return.

South Carolina, Form TC-44.  It's a tax credit for Excess Insurance Premium Credit.  It is not a form already in Turbo Tax so has to be attached.  How do I attach to file electronically, or do I need to drop the State return to paper?

You will not be able to attach it to an e-filed return.  You will have to print, sign and mail your state return in order to include that form.
