How do I pay last year's state tax that was was owed? Also how is that I'll be getting a refund this year?

We cannot see your tax returns so we do not now why you are getting any sort of refund, federal or state.  If you owe tax due to the state, even if you are supposed to get a refund for 2023, the state will seize your 2023 refund and apply it toward the tax you still owe from 2022.

Or....if you want to pay the state now, mail them a check or money order, or pay the state on the state's tax web site.
