How do I pay for Premium Services Benefits using credit card? or do I have to use the refund to pay? What if I'm not getting a refund?

The Premium Services Benefits are the same as the PLUS benefits, except that you use your refund to pay for the Premium Services Benefits. You can add the PLUS benefits and pay by credit card when you file your return.
