If on your 2016 return, you indicated that some or all of your 2016 refund should be applied to 2017, then it should have carried over if you did your 2016 return in TurboTax.
But in case it didn't, please go to Federal->Deductions & Credits->Estimates and Other Taxes Paid->Other Income Taxes and click on Start or Revisit.
Answer "yes" on the next screen, then under the heading "2016 refund applied to 2017", click on Start for the appropriate line (federal state, or local). The next screen will ask for the amount.
A federal tax refund from a prior year is not entered on a federal tax return.
