How do I get the State License verification window to accept the "No Issue Date" input?

is this a glitch in the software?  I have no issue date on the ID and it wont let me proceed!

Remove the state and ID number.  To remove the state, you need to click on the state drop down menu, then go to the very top of the states, there is a blank entry above Alabama.  Click on the blank.  This is a way to "work around the problem".  I don't know way TurboTax no longer accepts "No Issue Date".

so, delete the state verification extra protection because turbo tax software has a glitch?? wont let me proceed because my ID does not have an issue date?
