1984 pin? What?
What year did you mean, and what kind of PIN--? If it's the 5-digit signing PIN (aka "self-select PIN" or "prior-year PIN), you can enter a new one with any 5 digits of your choice (except cannot be all zeros.) Or is it a 6-digit IP PIN (Identity Protection PIN)? If the latter, and if you are required to use one, we can give you more info on retrieving and using that. So please clarify your situation.
I didn’t get an issued pin. Do I need both.
I didn’t get a pin from irs. Do I need both.

I'm sorry, but we can't know if you need to use a 6-digit IP PIN from the IRS or not. Did you get a letter from the IRS in late December or early January telling you that you need to use one and providing one? Or if not, did you ever voluntarily opt into the IP PIN program?
The biggest clue as to whether you need an IP PIN for this year would be if you had to use the 6-digit IP PIN last year. If you had to use one last year, then you would need to get a new one for this year, and we can tell you how to do that at the IRS website.
If the IRS expects you to have an IP PIN, and if you efile without it, then the efile will reject until you get it, enter it, and resubmit the efile.
In the interest of time, I'll leave you this information. If you have reason to think the IRS is expecting you to use the 6-digit IP PIN, or if you see that you used one last year for 2024, here's how to retrieve the new one at the IRS website:
