How do I get money back for claiming a dependent who is under the age of 19 and made less than $4000 for the year? It will allow me to can claim him but no money is given

Turbo Tax is allowing me to claim him as a dependent but I am not getting any money back for supporting him the whole year, what do I do?

It may be because you have no tax liability for the year.

Look at line 41 (Form 1040) or line 25 (Form 1040A).  If that number is zero, then you don't have anything left to subtract.

To look:

1.       Go to Tax Tools on the left-hand side.

2.       Go to Tools.

3.       Go to View Tax Summary.

4.       Click Preview my 1040 from the left-hand side.

I have the 1040A form and line 25 is still a very high amount. Now what do I do?

Can you go back to My Info on the left, go back and make sure everything is answered correctly?  If everything is ok there, then you may not be able to claim him.  I'll put a link to where you can find out from the IRS in a separate e-mail, look for it.
