You would have received an email in 2020 for the rejected tax return. Most rejection were for an incorrect 2018 AGI.
The 2019 tax return can no longer be e-filed so the 2018 AGI is not required to file a tax return.
To access your current or prior year tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the section Your tax returns & documents. Click on the Year and Click on Download/print return (PDF)

There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.
Your 2019 tax return was rejected in 2020---quite awhile ago. The only way to file 2019 now is by mail and if you do not file it by mid April 2023 you will forfeit your refund. We do not know why it was rejected---you would have received an email with a rejection code or message back in 2020 when you tried to e-file it. Most rejections are for AGI. AGI does not matter now, since you only needed it to e-file. You cannot e-file it so AGI is not needed.
Print the return, sign and date it in ink, and mail it in.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
