Your 16 year old's return can be filed by mail.   Print it, have him sign and date it in ink and mail it in.

 

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

 

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

How do I file my 16 year old taxes without an ID

Providing an ID is not required when filing your (federal) tax return.  Your ID is used to verify your identity and speeds up the processing time for your tax return.  You can prepare your 16 year old's tax return as you normally would and skip the section where it asks for the ID information.  Here's a helpful link regarding this subject:

 

Additionally, some states are picky (i.e. New York) and want an ID to be able to e-file the state return, if you live in a state that requires an ID, you will need to mail the state return.

Do you mean he has no Social Security Number (SSN), or no Individual Tax Identification Number (ITIN), then what is his resident status in the US?
