you can enter this as follows:

To enter State taxes paid on K-1

• Click on Federal Taxes 
• Click on Deductions and Credits
• Click on I'll choose what I work on (if shown)
• Scroll down to Estimates and Other Taxes Paid
• On Other Income Taxes, click on the start or update button, then go towards the bottom to "Other Income Taxes Paid in 2016" and chose " Withholding not already entered on a W-2 or 1099"
