I solved the problem by deleting form 1095-A my turbotax return, the refund went down to what I would expect.
I put 1095A back into Turbotax and put the California premium assistance amounts into column c even thought the 1095A sent by Covered California has all zeros in column C. Called Covered California and they said the form is correct as they sent it and they cant give me tax advice.
