How do I enter a license code from a previous purchased turbo tax on the app

License codes are for CD/Download products, not for Mobile app or TurboTax online:

It will depend on the software you purchased.

Some of the Turbo Tax programs sold at Office Max are Federal Only. Please read the product box you purchased to know if it includes the state.
