How do I e-file if there is no employee state ID? (My state has no income tax.)

using TurboTax. The instructions write, if I work in a state with no tax, then leave blank (box 15). After doing that, the program won't allow the next step. It's asking for the employee state ID.  And the program wants Locality name (box 20). Both of these are blank of my w-2.

If your state does not have a personal income tax and the W-2 was issued to you from an employer in the state, then leave boxes 15 thru 20 blank (empty)

If the TurboTax program continues to give you errors then delete the W-2 and re-enter manually to clear the program error.
