How do I download premier and two states (NC, SC) and pay now not when I file?

Go to this website to purchase a CD or Download of the 2017 desktop editions - https://turbotax.intuit.com/personal-taxes/cd-download/

You can purchase another state software download within the TurboTax program.  Click on Online and then click on Download State.

Note - The state software programs may not yet be available for every state.

You can buy the downloaded version here and after you enter some personal info you can go to the state tab and download the state programs when they are available.  https://turbotax.intuit.com/personal-taxes/cd-download/

Or did you want to use the online version ?   If so you can start a return here and once you can access the state returns you can pay for them all starting some time in January ... the price will not go up until some time in March so you will have time to lock in the price.   https://turbotax.intuit.com/personal-taxes/online/
