How do I download my 2017 returns. Turbo says they will file my state, but I must mail in my Fed. I can't get past drivers license info part. Help.

You can clear out that drivers' license field and leave it blank. Providing this info is not required to file your taxes. However, in some states, omitting this info may delay the processing of your return.
