How do I create a new account for someone deceased if their and my email addresses are associated with existing turbotax accounts

If the deceased already has an account, you can continue to use it. You will encounter a screen where you can enter the details such as date of death. Any spouse would be considered to be the surviving spouse and can sign as such.
