How do I confirm that I set up an auto pay for the taxes I owe? I recalled setting one up to process already, but have not seen it come through my checking account.

Get your tax file PDF and look the Federal and State "Electronic Filing Instructions"

IF...if, you arranged the payment with your e-file, those worksheets will look like the following pictures.....check the dates and account numbers too.

__________________________

TurboTax doesn't do the Debit...TTX just includes the information with your tax e-file and the IRS and/or State does the debit.

Of course, if your Federal and/or state tax E-file is rejected...then nothing happens with the rejected tax file until you fix the E-file problem and get it  successfully accepted.

I don't see a section for "Electronic Filing Instructions" on my return.

Try a new download of your 2018 tax file from your online account.  The one in there now should have it...the one you created some time ago may not have it ...depending on when/where you created that PDF file.

Is the "tax file" different from my tax return? Because I downloaded my return again and there is no electronic filing instructions.

Problem is...I can't see what you see when you log into your account.

IF you've filed already...The PDF file you download from the rt-side of your Federal and State boxes should have the Instructions worksheet.  Whether it actually indicates "Electronic" or not depends on whether you actually E-filed, or selected Mail-file.  But some instructions sheet should be there.  (at least for a 2018 tax return it will be..not for 2017 or earlier)

BUT....IF you are downloading using the Print Center, then you have to select the Filing Copy only  when you create the PDF....but if you are using the Print Center...then that would make me wonder if you've actually e-filed yet.
