You don't change a 1099-INT form to a 1099-G form. You'll need to delete the 1099-INT form and enter the 1099-G form.
No, don't add your husband's and your forms together. Enter each separately. You'll be able to designate which form belongs to which taxpayer.

To add a 1099-G form, select what you got the 1099-G for. See:
