Since Washington has no state income tax please leave boxes 15 16 and 17 completely blank.

Since you live in Washington, I assume no state tax was withheld. If that is the case, you can leave boxes 15-20 blank. TurboTax may ask you to confirm the blank entries, but it should allow you to proceed with nothing in these boxes.
