How do I apply an overpayment of tax on my 2017 tax to my 2018 tax? The answers I get from TT only apply to 2019.

I assume you mean a 2017 refund applied to this year (2018). Type refund applied to this year in the search box and click on jump to refund applied to this year. Scroll down to the bottom of the screen to the appropriate line.
