How do i answer the question of Do you have verbal agreement with childs other parent to use child as dependent. His mother is deceased. it's a yes or no answer choice

What happened with the mother's tax return? Is the person preparing the return claiming the dependency because the child was always her dependent?

You need to know that first. If the mother's return is not claiming the child, then answer yes.
