Are you itemizing your deductions?   You can enter your state and local tax paid as an itemized deduction.   There is a cap of $10K for deducting state and local tax on a federal return.   it is not required that you paid the local tax via payroll deduction.  You can still enter it.

Which state & locality is this? (I'm guessing somewhere in Ohio -- that state's local income taxes work somewhat like that -- but I need to be sure.) Do you have to file a local tax return?
