How do I access Lines A and B on schedule E? Why does line A says YES and line B says NO? Can I not file a 1099? Previous year I had NO for both lines... really confused!

Those are the answers to the "do you need to issue 1099 forms to contractors"  so you said YES you do need to send them  but NO you did not issue them.  Review/edit  the Sch E entry section under the Property Profile  tab to change to NO & NO.
