How can you penalize me for not having health insurance? Am I living in the twilight zone?

President Trump Signed an order so that we Americans can no longer be illegally penalized for not having health insurance. Am I mistaken????????

You are mistaken. The IRS was going to be more strict, but has decided to treat your e-Filing the same way as last year (2015), that is to say, allow you to file.
If you take the new TurboTax option to leave out the HealthCare information, you may be contacted later by the IRS.
The penalties are still on the books, but probably will not be enforced pending Congress plan to eliminate the penalty, which will make everybody's insurance go up. So go ahead, you will win in the short term but lose in the long term.

The workaround for this issue:

1.       Go to the Healthcare section and select “None of us had it at any point”, and leave all the waivers blank.  It will trigger a penalty.  Continue on and finish the Health Care section.

2.       Go to Tools, Delete a Form, and remove  all healthcare-related forms (Healthcare Entry Sheet, 1095 entry, Form 8965). 

3.       Go to View Tax Summary/Preview My 1040 to confirm that there is no repayment on Line 46, and that Line 61 is completely blank
