we are unable to get past the screens where we say "yes" we earned income in another state. we list the state (VA) and get sent right back to the same question again.

prepare your non-resident state(s) tax return first.
then your resident state return will be aware of how much you paid to other states and calculate your credit for that.
you may have to delete your states, and redo them in the correct order.

if you moved from state to state during the tax year, then it is probable that you should be filing part-year resident returns for both states.
