The Dependent Care credit says I can can claim up to 20% but my credit it only 3% of my childcare expenses. Why?

The childcare credit for 2022 is not refundable. It can only reduce your tax liability to zero. It is not added to your refund. The tax law changed from 2021 to 2022.
