How can I proceed with Schedule C if I received no 1099-NEC because of making less than $600?
In most circumstances, your clients are required to issue Form 1099-NEC when they pay you $600 or more in any year. As a self-employed person, you're required to report your self-employment income if the amount you receive from all sources totals $400 or more.
You may not receive a 1099-NEC if you did not receive at least $600.
If you did not receive a 1099-NEC just continue with your Schedule C and enter the amount of income you received under Other Income.

I don't find anything that says Other Income
I am doing the free file; does that make a difference in what I'm asked, etc? I've been messing with this one thing for 3 days

You can't use the Free Edition to enter self employment income.
You can enter Self Employment Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version. Or use any of the Desktop CD/Download programs. You can see the Desktop programs here,

The Desktop programs have more features and advantages over the online version.
How to enter income from Self Employment
Or There is also The Turbo Tax Free File program which is free for federal and state. And has more forms than the Federal Free Edition, like Schedules A, B, C , D, E, F, EIC, H, K-1, SE, etc.
To qualify for the Free File website you just need to meet one of these 3 things.
AGI $39,000 or less.
Active duty military with AGI of $72,000 or less
OR qualify for EIC (earned income credit.)
In order to use the Free File program, you have to start it at a special website. Try signing in at the top right.
