Since you are referring to a state return electronic filing fee, I'm going to assume you are using desktop software (CD/download) although you didn't say.    Here are the payment options:

TurboTax accepts a credit/debit card from a US bank with a US billing address.

Card must have Visa, MasterCard, American Express, or Discover logo.

NOTE:  If you choose the option to pay the state efile fee out of the Federal refund, there is an additional $40 service fee ($45 for California filers.)   So you save money by paying the state efile fee upfront with credit/debit card.

Your original question can be interpreted a couple of ways.  

If you're having trouble with the payment process, then you need to describe any roadblock, etc. in detail.

Again, I'm assuming you are using desktop software and not Online TurboTax, although you didn't say.   If that's so, are you using the Windows or Mac version of the desktop software?

Ican't pay the fee because the computer won't let me scroll down when I put in my billing info.
