State income and tax withholding is in Boxes 15-17.  If box 17 is blank then leave all boxes 15-17 Blank.

But, why are you asking? What state(s) are you asking about?  In TurboTax (TT), you federal income (AGI) usually automatically transfers to the state return and you state tax is calculated from that.
