Your 2020 refund has nothing to do with your 2021 tax return. Just go ahead and file your 2021 tax return.
As @rjs has stated, you should still be able to file for Tax Year 2021 with the tax documents you have for Tax Year 2021, but I would like to add that since your refund was around $1,200 less than you expected, you may want to check your Tax Year 2020 return for any errors made regarding the Recovery Rebate Credit.
You may verify the amounts you received as Stimulus Payments using the IRS website, then match that to see what you claimed on your 2020 return.
Your 2020 AGI amount needed to e-file should be the same as on your copy of your 2020 return if the error involved only what was reported as received stimulus payments on the 2020 return.
