How can I file my 21' state taxes on Turbo Tax late since I already filed my federal taxes with turbo tax on time?

You will have to print and mail your state return.

You are too late to use online TurboTax and too late to e-file a 2021 return.   If you used online for your federal return, you can now download the CD/download software to complete the state return and mail it in.  Or you could just go on the state's tax website and use the forms there to complete your state return.
