Did you have income during 2019? If you didn't, you would not need to file a return.

so my fiance' is in the same boat. he did not have a taxable income but he is out not and has been working since feb. 2020 and is affected by the coronavirus and would like to get the stimulus check related to the pandemic. can he file a tax return even if he had no 2019 income so that he can get that??? thank you
