If you financially support her and her gross income is less than $4,400 you may be able to claim her as a dependent. You can go through the questions in the Personal Info section and TurboTax will let you know. Also, see Rules for Claiming a Dependent on Your Tax Return - TurboTax.

You state that her gross income can not exceed $2200. But I believe that is incorrect. Per the link you provided, the amount is $4400.
@61julio-- If your mom's income is less than $4400 ---- NOT counting Social Security--- and you paid for over half of her support then she may be a qualifying relative dependent for you. You would get the $500 credit for other dependents for claiming her.
